Important Notice: Mandatory Departure Permit for Expatriate Workers Leaving Kuwait

• In a regulatory move aimed at enhancing oversight of expatriate labor movement and balancing the rights of workers and employers, His Highness Sheikh Fahad Youssef Saud Al-Sabah, First Deputy Prime Minister and Minister of Interior, has issued a ministerial circular requiring expatriate workers in the private sector to obtain a “Departure Permit” from their registered employers before leaving the country.

• The Public Authority for Manpower has announced the implementation of this ministerial circular, which mandates that expatriate workers submit a Departure Permit application to their employer.
•  The application must include personal information and the scheduled travel date, using the official form approved by the Authority. 
• These applications will be submitted electronically via a dedicated platform to ensure speedy and accurate processing.

• The Authority emphasized that this procedure aims to regulate the departure of expatriate workers, ensure compliance with legal regulations, protect the rights of both workers and employers, and reduce violations related to leaving the country without prior notification.
• Employers and expatriate workers are urged to fully comply with this procedure.
•  This circular is part of government efforts to improve the labor environment, with implementation effective from July 1, 2025.
